Approval is requested to approve two resolutions as follows: Authorizing to \n \n quit claim/sale the Radio Equipment Building located at the WXTX-TV Tower Site \n \n to Southeastern Media Holdings, Inc. (WXTX) in exchange for 23 months of lease \n \n payments and approve a resolution expressing appreciation for WXTX for working \n \n with the City through the lease and the relocation of the City's prime \n \n transmission site to the Garfield Tower Site.

Background
The City entered into a ground and tower lease in 1993 for the purpose of
constructing a Radio Equipment building to house our 800 MHz Transmission
System equipment and place antennae on the WXTX-TV tower (5850 Laing Street).
Traffic Engineering managed a project to build the City its own 450'
self-supporting tower and Radio Equipment Building located at 2129 Garfield
Drive about a mile away from the WXTX-TV Tower Site. All of the City's
transmission equipment has been relocated to the Garfield Tower Site .
Analysis
The WXTX lease to the City is $4,100.00 per month. WXTX agreed to waive the
monthly lease payment (June 17, 2005) at the time we began constructing the
Garfield Radio Equipment building in exchange for the existing Radio Equipment
building belonging to the City located at the WXTX-TV tower site. This saved
the City about $94,300.00 in monthly lease payments.
WXTX/Southeastern Media Holdings, Inc. has always been cooperative with the
City during both the lease and Garfield Tower Site construction period.
Therefore, we recommend awarding WXTX a Resolution expressing our appreciation
for working with the City over the last 14 years.
Financial Considerations
The existing Radio Equipment building will be exchanged for annual lease
payments.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A QUIT CLAIM/SALE OF THE
CITY RADIO EQUIPMENT BUILDING LOCATED AT 5850 LAING STREET TO SOUTHEASTERN
MEDIA HOLDINGS, INC., IN EXCHANGE FOR 23 MONTHS OF LEASE PAYMENTS.
WHEREAS, the City entered into a ground and tower lease agreement with
Southeastern Media Holdings, Inc., in 1993 at 5850 Laing Street for the purpose
of constructing a Radio Equipment Building and RF antennae on the WXTX-TV tower
for the City's 800 Megahertz Radio Communication System; and,
WHEREAS, the City constructed its own 450 foot self-supporting tower and Radio
Equipment Building at 2129 Garfield Drive relocating all radio transmission
equipment to the new Garfield Tower site; and,
WHEREAS, Southeastern Media Holdings, Inc., agreed to exchange monthly lease
payments for transfer of ownership of the City's Radio Equipment Building; and,
WHEREAS, the Engineering Director recommends transferring ownership of the
existing Radio Equipment Building to Southeastern Media Holdings, Inc.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a quit claim/sale
of the City Radio Equipment Building located at 5850 Laing Street to
Southeastern Media Holdings, Inc., in exchange for 23 Months of lease payments.
