Recommendation
Approval is requested to accept a grant of $195,875 from the Georgia Emergency \n \n Management Agency (GEMA) for the Law Enforcement Terrorism Prevention Program \n \n to purchase equipment, materials, and training through GEMA as outlined in this \n \n program and to amend the Multi-Governmental Fund by like amount.

Background
Funds have been allocated to GEMA by the Federal Fiscal Year 2006 Law

Enforcement Terrorism Prevention Program for procurement and use of equipment

and training as itemized and funded by the Office for Domestic Preparedness to

help prepare for and react to acts of terrorism.
Analysis
Funding of this grant will help to improve the City's ability to prevent,

protect against, respond to, and recover from terrorist attacks as well as

hazardous materials emergencies in accordance with the goals of the FY 2006 Law

Enforcement Terrorism Prevention Program.
Financial Considerations
The amount available to the City is $195,875 with no local match requirement.

Recommendations/ Actions
Authorize the City Manager or his designee to accept a grant of $195,875 from

the Georgia Emergency Management Agency and amend the Multi-Governmental Fund

A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO APPLY FOR AND

ACCEPT A $198,875 NON-MATCHING GRANT FROM THE GEORGIA EMERGENCY MANAGEMENT

AGENCY AS PART OF THE FEDERAL FISCAL YEAR 2006 LAW ENFORCEMENT TERRORISM

PREVENTION PROGRAM, TO PURCHASE THE EQUIPMENT AND TRAINING FUNDED BY THE GRANT

THROUGH GEMA, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY LIKE AMOUNT.

WHEREAS, the Law Enforcement Terrorism Prevention grant will be utilized for

communications, personal protection, and detection equipment as well as

training, which will be purchased and arranged through GEMA, either directly

from GEMA or from vendors supplied under state contract by GEMA; and,

WHEREAS, this Law Enforcement Terrorism Prevention Program grant is needed for

the prevention, deterrence, detection, and response to possible terrorism

events or hazardous materials events within the city of Columbus as well as the

surrounding area.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager, or his designee, is hereby authorized to accept

the Law Enforcement Terrorism Prevention Program grant in the amount of

$195,875 and purchase the equipment, materials, and training through GEMA, and

to amend the Multi-Governmental Fund by like amount.
