Background
-
The City conveyed the Front Avenue right-of-way from 13th Street to 14th Street
to Fieldcrest Mills in 1996 for the required right-of-way to construct the 13th
Street bridge. This section of Front Avenue is part of the original grid for
the City of Columbus. The property was purchased by the W.C. Bradley CO. in
2003 along with the Fieldcrest Mill property. The road has been closed to the
public for many years and served as staging during the development of the
Whitewater project and 14th Street Bridge/Plaza projects.

Analysis
-
W.C. Bradley CO. along with City staff agree it is advantageous to open the
road for public use as a matter of public safety and improved traffic flow.
The property on the east and west sides of this portion of Front Avenue is
still owned by the W.C. Bradley CO. and is currently undeveloped and they would
like to retain ownership of the road until development plans are finalized.
They have agreed to grant a permanent access easement for access, egress and
regress for vehicular and pedestrian traffic until such time it is deeded back
to the City as a public street.

There is no financial impact other than attorney fees and surveys for the
easement.
