Background
Section 7.8.1.F requires that a single entrance to a subdivision shall serve no

more than 99 lots. The code does allow for the Engineering Director to waive

this requirement following sound engineering practices. The existing

subdivision currently contains 58 lots with a request to add and additional 85

lots. The total number of lots would then be 143.
Analysis
The developer did meet with an adjoining property owner to try and get an

emergency access that would be closed except in case of emergencies. The owner

of the property denied the request. Also, the estimated cost would make it

economically unfeasible due to the required grading given the steep terrain.
Financial Considerations
The City would assume normal maintenance of any formally accepted roads.
Projected Annual Fiscal Impact Statement
The City is responsible for maintenance on all public roads.
