Background
The Spiderweb Network Project is a 2012 Transportation Investment Act (TIA)

project for the development of a bridge over the Norfolk Southern railroad that

crosses Buena Vista Road near the intersections of Illges and Andrews Roads.

The project was approved by the voters in 2013, for total budget of $40 million

dollars. As the project has developed, so have the costs to complete the

necessary engineering. The original budget set the cost at $2,484,684 for

preliminary engineering, with the understanding that a cost to provide the

final plans would be established later. That cost has now been determined to

be adjusted by another $2 million for a total of $4,484,684.
Analysis
There is a need to adjust the amount of funding for engineering service under

this project. To accommodate this adjustment in the engineering budget for

this project, funds would be transferred from the Right of Way (ROW) budget,

which has a total amount of $8,518,918. The $2 million would transferred to

engineering line item, leaving approximately $6 million for ROW needs. This

will insure that the project stays on its predicted timeline of going out to

bid in 2019.
Financial Considerations
The transferring of these funds from one budget item to another will not have a

effect upon the total budget of $40 million. This amount would remain the

same.

There will be no annual fiscal impact under this action.
Legal Considerations
The City Attorney has reviewed and approved this supplemental agreement.
