Background
The Traffic Engineering Division received a letter from St. Luke United

Methodist Church, requesting a variance to the City Code requirements to

install thirteen (13) bollards, no closer than five (5') feet behind the street

curb, on the public right-of-way. This will enhance the security for their

congregation while assembled in front of the sanctuary and protects them from

the accidental/deliberate approach of cars.
Analysis
A plan showing the details for this type of bollards and the locations along

with photos are attached. The City has authorized similar type of encroachment

in the past with the condition that should the bollards ever become a conflict

with any future public improvement, the bollards shall be removed at no cost to

the City.
Financial Considerations
There are no costs to the City beyond administrative cost for permitting and

inspections.
Projected Annual Fiscal Impact Statement
There would be no impact on Annual Fiscal Budget due this encroachment.
Legal Considerations
Council must approve all permanent encroachment into public right-of-way.
