Background
Williams Road was designed as a four-lane roadway with a center median to

include Limited Access right-of-way from Fortson Road to Veterans Parkway (SR

1). The eastbound lanes were constructed via DOT project M-8052(2) Muscogee to

operate as a two-lane roadway until a future project can construct the

westbound lanes. This project established breaks in the Limited Access

right-of-way for driveway access to the properties at the time of

construction. This project did not include any breaks in the Limited Access

for current 7.69 acre tract.



Greenstone Properties is developing plans for a commercial development for the

southwest quadrant of Veterans Parkway and Williams Road with the first parcel

being proposed as a Walgreens store. The City and DOT have designed plans to

widen Veterans Parkway for which this development is coordinating their

design. This development includes two access points to Veterans Parkway; one

aligned with the Old Moon Road traffic signal and one as a southbound right

turn-in/right turn-out just south of the Williams Road intersection. The

Veterans Parkway project will extend a median in front of the proposed

Walgreens driveway.
Analysis
The Engineering staff reviewed the proposed development concept finding that a

single full service driveway is acceptable to Williams Road as noted on the

attached concept drawing. Therefore, we recommend approval for a break in the

Williams Road Limited Access right-of-way to accommodate the internal roadway

between parcels. The developer requested a second break/driveway to align with

the existing driveway at the time a median is installed in front of the first

driveway. We concur with this request with the condition that the second

driveway will be approved at the time a median is installed and the first

driveway is converted to a right-in/right-out driveway. An electronic copy of

the letter of request and a project concept drawing is attached as information

to you.

The City will not incur any expenses with this approval.

Legal Considerations
Since the Williams Road right-of-way is Limited Access, it requires the

approval of Council to establish any new breaks in the Limited Access

right-of-way for commercial driveways.

Approve the attached resolution authorizing the Engineering Department to issue

two breaks in the Williams Road Limited-Access right-of-way for the purpose of

issuing commercial driveways with conditions for the Greenstone Properties

development located in the southwest quadrant of the Veterans Parkway and

A RESOLUTION AUTHORIZING TWO BREAKS IN THE EXISTING WILLIAMS ROAD LIMITED

ACCESS RIGHT-OF-WAY FOR THE PURPOSE OF CONSTRUCTING COMMERCIAL DRIVEWAYS TO THE

7.69 ACRE DEVELOPMENT LOCATED IN THE SOUTHWEST QUADRANT OF VETERANS PARKWAY AND

WILLIAMS ROAD INTERSECTION; ONE BREAK/DRIVEWAY TO BE LOCATED AND CENTERED ALONG

THE SOUTHERN RIGHT-OF-WAY A DISTANCE OF 240'+ WEST OF EASTERN PROPERTY CORNER;

A SECOND BREAK/DRIVEWAY TO BE LOCATED AND CENTERED ALONG THE SOUTHERN

RIGHT-OF-WAY A DISTANCE OF 160'+ EAST OF THE WESTERN PROPERTY CORNER WITH THE

CONDITION THAT A PERMIT FOR THE SECOND DRIVEWAY WILL BE ISSUED ONLY AFTER A

MEDIAN IS CONSTRUCTED IN FRONT OF THE FIRST DRIVEWAY AND THE FIRST DRIVEWAY

SHALL BE CONVERTED TO A RIGHT TURN-IN/RIGHT TURN-OUT DRIVEWAY.

WHEREAS, Williams Road was designed and constructed with Limited Access

right-of-way in order to reduce traffic congestion and accidents along this

arterial roadway; and,

WHEREAS, the 7.69 acre tract is proposed for commercial development with

commercial driveway access proposed for both Veterans Parkway and Williams

Road; and,

WHEREAS, Greenstone Properties requests that two breaks in the Williams Road

Limited Access right-of-way be granted; and,

WHEREAS, the Engineering staff reviewed the proposed development concept

drawings and recommends approval for a break in the Limited Access right-of-way

for the first commercial driveway to be located approximately 240' west of the

eastern property corner; and,

WHEREAS, the Engineering staff recommends a break in the Limited Access

right-of-way for a second driveway to align with the existing driveway for the

development across Williams Road and be located approximately 160' east of the

western property corner.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That two breaks are hereby authorized in the existing Williams Road limited

access right-of-way for the purpose of constructing commercial driveways to the

7.69 acre development located in the southwest quadrant of Veterans Parkway and

Williams Road intersection. One break/driveway to be located and centered

along the southern right-of-way a distance of 240'+ west of eastern property

corner. A second break/driveway to be located and centered along the southern

right-of-way a distance of 160'+ east of the western property corner with the

condition that a permit for the second driveway will be issued only after a

median is constructed in front of the first driveway and the first driveway is

to be converted to a right turn-in/right turn-out driveway.
