Background
The Planning Department wants to promote a safe, convenient and efficient

environment for bicycle and pedestrian travel that encourages the use of public

streets, off-street facilities and public transit. The development of this

plan proposes to address opportunities for walking, biking, and the use of

METRA transit. The Alternative Transportation Study will provide a framework

for the future development of the City?s bicycle network, while making the City

eligible for local, State and Federal funding for bicycle and pedestrian

projects.
Analysis
The Planning Department is seeking to develop an Alternative Transportation

Study to help identify the needs of other modes of transportation besides

automobiles. Alternative transportation includes, but is not limited to,

walking, bicycling, and personal transportation assistance for connections with

transit (METRA ).
Financial Considerations
Funding for this study will be funded from state L230 funds in the amount of

$96,000, with a required local match of 20 percent or $24,000, for a total

$120,000. Funds are available under the Capital Improvement Program.
Projected Annual Fiscal Impact Statement
The study will determine future alternative transportation project needs.

Costs associated with these project will be determined at a later date.
Legal Considerations
The City Attorney has no issues with this request.
