Background

The Edward Byrne Memorial Justice Assistance Grant replaced the Local Law
Enforcement Block Grant program in federal fiscal year 2005. The grant does
not have a local match requirement. Eligible projects for this grant fall into
the following categories: Law Enforcement, Prosecution and Courts, Prevention
and Education, Correction and Community Correction, Drug Treatment, and
Planning, Evaluation and Technology Improvement.

Analysis
-
A committee with representatives of all eligible public safety and judicial
departments met and agreed upon the selection of projects to be funded by this
award, with final input by the City Manager, Mayor, and Finance Director.
Although the solicitation was not announced until June 22, the grant had an
application deadline of July 2. The requirements for public notification and
notification of the governing body were met before the grant application was
submitted, as required. The application has been put on hold by the Department
of Justice until the 30-day public review/comment period is met and Council has
approved the submission of the application.

Financial Considerations

There is no local match requirement. The budget expenditure period for this
grant runs from July 2, 2007 until June 30, 2011.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND ACCEPT, IF AWARDED, AN
FY07 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FROM THE U.S. DEPARTMENT OF
JUSTICE IN THE AMOUNT OF $121,012, OR AS AWARDED, FOR LAW ENFORCEMENT AND DRUG
COURT PROJECTS AS ATTACHED, WITH NO MATCHING REQUIREMENT AND TO AMEND THE
MULTI-GOVERNMENTAL FUND BY LIKE AMOUNT.
WHEREAS, the Edward Byrne Memorial Justice Assistance Grant replaced the Local
Law Enforcement Block Grant program beginning with federal fiscal year 2005.
Eligible programs for funding fall into the categories of Law Enforcement,
Prosecution and Courts, Prevention and Education, Correction and Community
Correction, Drug Treatment, and Planning, Evaluation, and Technology
Improvement programs, those programs chosen for funding from this grant are
listed in the attached report; and,
WHEREAS, the Columbus Consolidated Government is eligible to receive $121,012
in funding, with no local match requirement; and,
WHEREAS, the application for this grant was submitted to DOJ on July 2 to meet
grant deadline requirements, and the public was notified by publication of a
notice in the Columbus Ledger-Enquirer on July 2, but the application has been
put on hold by DOJ until the 30-day public review/comment period requirement
has been met and the resolution to submit the application has been approved by
Council.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the Mayor and City Manager are hereby authorized to submit an
application and if approved, accept the FY07 Edward Byrne Memorial Justice
Assistance Grant in the amount of $121,012 or as otherwise awarded, and that
the funds will be used by the departments listed, for the programs and amounts
listed in the attached report, and to amend the Multi-Governmental Fund by like
amount.
