Subject
License for a Temporary Road Ft Benning, Ga.
Initiator
Department on Engineering
Recommendation
Authorize the City Manager to renew the license for the continued use and \n \n operation of a temporary road to remove silt, beaver dams and debris along \n \n Tiger Creek at Ft. Benning Georgia.
Approval
Pending
Background
The original license began in November 4, 2002 for a 5 year term that ended on

November 3, 2007. A supplemental agreement was then prepared to extend the

term until November 4, 2012. A new license is required in order to retain

access to this area if needed for maintenance. The term for this license is

November 12, 2012 and will expire November 3, 2017 at which time it will have

to be renewed again.
Analysis
Tiger Creek borders Ft. Benning and a heavily populated area in the City of

Columbus. Some of these residences were constructed prior to the designation

of a floodplain and have experienced flooding from the creek and other

localized areas. It is desirable to maintain access to the area for

maintenance, if needed.
Financial Considerations
The cost to renew the license is $3100 which is available in the Department of

Engineering's FY 15 Operation Budget.
Projected Annual Fiscal Impact Statement
The license will have to renewed on a 5 year basis and will require payment of

the fees at that time. Maintenance cost will be incurred as part of the

Department of Public Works Operating Budget.
Legal Considerations
Legal documents require authorization by Council.
Recommendations/ Actions
Authorize the City Manager to renew the license for the continued use and

operation of a temporary road to remove silt, beaver dams and debris along

Tiger Creek at Ft. Benning Georgia.
