Background
-
The grant period will be from July 1st 2007 - June 30, 2008. The purpose of
this grant is to establish a legal relationship between the Department of
Justice and the Columbus Police Department. This agreement sets forth the
responsibilities for the operation of the gang prevention program known as Gang
Resistance Education and Training (G.R.E.A.T.). The G.R.E.A.T. Program is in
its twelfth year of operation and seventh year of receiving a grant.

Analysis

The program provides 100% reimbursement. The grant requests approval to operate
the G.R.E.A.T. Program. Locally the Columbus Police Department will manage the
grant . This is the seventh year of the grant program. The local jurisdiction
application must be revised annually.

Financial Considerations

The proposed resolution will authorize the acceptance of $125.000.00 of Federal
funds. As provided in the charter and state law, only Council has the authority
to change spending levels. This grant was not anticipated in the FY08 Multi-
governmental Fund. The funds needs to be amended to set up appropriations for
expenditures since the financial system will only along expenditures to be
made if budget is available.

A RESOLUTION AUTHORIZING TO APPLY FOR AND ACCEPT $125,000.00 IN FUNDING
FROM THE DEPARTMENT OF JUSTICE, OFFICE OF JUVENILE JUSTICE PROGRAM TO SUPPORT
THE COST OF THE GANG RESISTANCE EDUCATION AND TRAINING PROGRAM (G.R.E.A.T.
PROGRAM). AMEND THE FY08 MULTI- GOVERNMENTAL FUND BY THE AMOUNT OF THE GRANT.
WHEREAS, the Columbus Consolidated Government and the Columbus Police
Department are committed to programs designed to decrease gang violence and
gang membership; and,
WHEREAS, the G.R.E.A.T. Program has provided educational and
alternative programs to juvenile who are at risk; and,
WHEREAS, the Department of Justice, Office Of Juvenile Justice is
currently awarding grants specifically for the G.R.E.A.T. Program which
requires no matching funds from the Columbus Consolidated Government.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to apply for and accept, if
approve $125,00.00 in funding from the Department of Justice, Office Of
Juvenile Justice for the operation of the Gang Resistance Education And
Training Program. The FY08 Multi- Governmental Fund is amended by the amount of
the grant.
