Background
-
The Georgia Legislature has provided that solid waste management planning by
the state, local governments, and regional development centers within the state
is necessary to prevent environmental degradation, to manage resources and to
effectively reduce and manage solid waste for the state and it residents. The
state has an interest in promoting and sustaining an effective comprehensive
solid waste management strategy that address waste reduction, collection,
transfer and disposal. The Georgia General Assembly Act passed in 1990,
declares that in order to receive a permit, grant or loan for a solid waste
management facility, each city and county shall develop or be included in a
comprehensive solid waste management plan.
It is the responsibility of municipal and county governments in the state of
Georgia to serve the public needs by promoting, establishing and implementing
sound comprehensive solid waste management plans. However, no municipality or
county shall take any action to adopt a solid waste management plan until
receipt of notification from the regional development center that the plan has
been reviewed and found by the department to be consistent with the minimum
planning standards for solid waste management.
The plan being considered is an update to the original Columbus Consolidated
Government Solid Waste Management Phase 1, presented to council on December 18,
1990. The goals established in the original plan are still valid. Advancements
are proposed in this new plan dealing with disposal such as establishment of a
"Waste to Energy" plant. This technology was not perfected at the time of the
initial plans adoption. This proposed plan will cover the period from 2008 to
2018. The plan takes into consideration the changing needs of the entire
planning area, (Muscogee County), the waste disposal stream, goals for waste
reduction, expected expanding needs for waste collection and disposal,
considerations for siting a new landfill within the county or use of new
technology for waste disposal, public education and a strategy to accomplish
the goals set forth in this plan over the next 10 years.
Upon completion of review by the state of Georgia, the plan will be returned to
the Columbus Consolidated Government for amendment and / or adoption by the
Council.

Analysis

Completion of the plan will keep Columbus, Muscogee County, Georgia in
compliance with state law and keep us eligible to apply for grants, landfill
expansion permits and other items relating to solid waste management collection
and disposal.

Financial Considerations
-
No immediate cost to the City. The financial considerations are long term with
the implementation and maintenance of the items associated with the plan. All
the items in the plan will be part of budget request over the next 10 years and
funding will be from the Integrated Waste Fund.

The Columbus Council should approve this resolution to allow submission the
Solid Waster Management Plan for the Columbus Consolidated Government,
Columbus, Muscogee County, Georgia to the State as required by Georgia law
O.C.G.A. sub section 12-8-31.1.

Recommend that the Council adopt the resolution allowing the submittal of the
Solid Waste Management Plan for the Columbus Consolidated Government, to the
Lower Chattahoochee Regional Development Center and to the Department of
Community Affairs for review and comment.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO TRANSMIT THE DOCUMENT
TITLED ?SOLID WASTE MANAGEMENT PLAN FOR THE COLUMBUS CONSOLIDATED GOVERNMENT,
COLUMBUS, MUSCOGEE COUNTY, GEORGIA? TO THE LOWER CHATTAHOOCHEE REGIONAL
DEVELOPMENT CENTER AND THE DEPARTMENT OF COMMUNITY AFFAIRS FOR THE PURPOSE OF
REVIEW AND COMMENT BY THOSE AGENCIES.
WHEREAS, the Georgia comprehensive Solid Waste Management Act requires
county and municipal governments to prepare a local solid waste management plan
and periodic update: and
WHEREAS, Columbus Muscogee County Georgia has completed an update of the
Solid Waste Management Plan for the Columbus Consolidated Government including
Columbus and Muscogee County: and
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Manager is hereby authorized to submit the Solid Waste
Management Plan for the Columbus Consolidated Government to the Lower
Chattahoochee Regional Development Center and the Department of Community
Affairs for review and approval.
