Approve a resolution authorizing the City Manager to direct Human Resources to \n \n create a pool of temporary drivers qualified to work in waste and recycling \n \n collection with in the Public Works Department.

Background
Public Works has been experiencing on-going staffing problems fielding

sufficient drivers each day to complete waste and recycling collection. This

has resulted in long term excessive over time resulting in exhausted staff and

raising safety concerns. The normal hiring of temporary workers through an

agency is not an alternative because of the required certifications needed to

handle

inmates.
Analysis
Hiring a pool of temporary drivers would reduce overtime costs and allow all

available trucks to be utilized each day for collection resulting in better

service.
Financial Considerations
Initially drivers would require training by the City's Safety Officer and would

require training by MCP to be allowed to handle inmates. These training courses

would be repeated as refresher training once each year.
Projected Annual Fiscal Impact Statement
The hiring of the driver pool would help reduce overtime and improve efficiency

to the citizens.
Legal Considerations
Drivers would have to be attend initial Driver Training and MCP inmate

training. Drivers would have to attend refresher training for both annually to

continue working as temporary waste collection drivers

Recommendations/ Actions
Council approve the request to establish a driver pool for Integrated Waste.
