Approval is requested to execute a contract with Shannon, Strobel and Weaver \n \n Constructors and Engineers, Inc., to construct a 12 foot right turn lane along \n \n Beaver Run Road in the length of 220' + from the northbound off-ramp of \n \n Manchester Expressway east to the existing right turn lane for Flat Rock Road \n \n in an amount not to exceed $46,558.00.

Background
Gateway Road and the J.R. Allen Parkway is being improved to accept the

increased traffic produced by the new Gateway Road Walmart. The Zoning

Ordinance for this development defined the improvements to be completed by the

Walmart development which is being constructed. A review of the surrounding

roadways identified the need for two additional improvements.
Analysis
The Georgia DOT recommended that we extend a right turn lane along Beaver Run

Road from the northbound off-ramp of Manchester Expressway to the existing

right turn lane for Flat Rock Road. This will allow a constant right turn from

the off-ramp for vehicles turning right to Flat Rock Road without having to

wait to get into the thru traffic lane. This will have a significant impact on

reducing back up on this ramp and improve driver safety. Shannon Strobel and

Weaver Constructors and Engineers, Inc., already has the necessary DOT permits

to work on Beaver Run Road (US 80) and are able to start this work

immediately.

Funding for this improvement is available in CIP Project 50324 Road

Improvements.

A RESOLUTION

A RESOLUTION AUTHORIZING TO EXECUTE A CONTRACT WITH SHANNON, STROBEL

AND WEAVER CONSTRUCTORS AND ENGINEERS, INC., TO CONSTRUCT A RIGHT TURN LANE

ALONG BEAVER RUN ROAD FROM THE NORTHBOUND OFF-RAMP OF MANCHESTER EXPRESSWAY

EAST TO THE EXISTING RIGHT TURN LANE FOR FLAT ROCK ROAD IN AN AMOUNT NOT TO

EXCEED $46,558.00.

WHEREAS, the traffic along Gateway Road will increase significantly

with the opening of the Walmart development requiring this road segment be

provided with street lighting for safety reasons; and,

WHEREAS, the Georgia Department of Transportation recommended to the

City for the existing right turn lane along the eastbound lanes of Beaver Run

Road turning into Flat Rock Road be extended back to the northbound off-ramp of

Manchester Expressway to aide in reducing traffic congestion; and,

WHEREAS, Shannon, Strobel and Weaver Constructors and Engineers, Inc.,

is already performing paving work with approved permits from the Georgia

Department of Transportation that allows them to begin work immediately; and,

WHEREAS, the Engineering Department reviewed this improvement and

recommends execution of said work.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a contract with

Shannon, Strobel and Weaver Constructors and Engineers, Inc., to construct a

right turn lane along Beaver Run Road from the northbound off ramp of the

Manchester Expressway east to the existing right turn lane for Flat Rock Road

in an amount not to exceed $46,558.00.
