Background
-
The project will make improvements to the park area to include stabilization of
short segments of the trail where erosion has occurred, as well as making
improvements to some handicapped access ramps in compliance with the standards
designated by the Americans with Disabilities Act (ADA). Several additional
refuse containers will be purchased for placement around the trail as well as
several new benches to allow citizens to sit on while using the park facility.

Through this funding program, the state would provide up to $53,600. The
Columbus Consolidated Government will be responsible for the 20% match up to
the amount of $13,400.

A RESOLUTION AUTHORIZING ACCEPTANCE OF FUNDING FROM THE GEORGIA DEPARTMENT OF
TRANSPORTATION FOR FY 2008 AND 2009 TRANSPORTATION ENHANCEMENT FUNDS FOR THE
LAKEBOTTOM PARK TRAIL AND AUTHORIZING TO ENTER INTO A MEMORANDUM OF
UNDERSTANDING WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION TO ESTABLISH THE
PROCEDURES AND EXPECTATIONS OF THIS GRANT.
WHEREAS, the Georgia Department of Transportation has awarded the Columbus
Consolidated Government, a Transportation Enhancement grant (CSTEE-0009-00
(115)) for $53,600; and,
WHEREAS, the grant shall be used to construct and provide improvements along
the trail adjoining Lakebottom (Weracoba) Park between Cherokee Avenue and 17th
Avenue; and,
WHEREAS, the grant requires a 20 percent match, which shall be provided by the
Columbus Consolidated Government for constructing the proposed streetscape
improvements in the amount not to exceed $13,400, prior to the expenditure of
any grant funds for this project; and,
WHEREAS, authorization is needed to amend the multi-governmental fund by the
amount of the grant and the match of $13,400 from the Columbus Consolidated
Government; and,
WHEREAS, authorization is needed for the City Manager to sign a Memorandum of
Understanding with the Georgia Department of Transportation.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to:
1. Accept Transportation Enhancement Grant funding from the Georgia
Department of Transportation in the amount of $53,600, along with the required
20 percent match from the Columbus Consolidated Government, which shall not
exceed $13,400 and shall be paid prior to the expenditure of the $53,600
grant; and,
2. Amend the multi-governmental fund by the amount of $53,600 and
$13,400 for the required match; and,
3. Execute a Memorandum of Understanding with the Georgia Department
of Transportation that establishes the procedures and expectations of this
grant.
Introduced at a regular meeting of the Council of Columbus, Georgia, held
