Background
Fort Benning has property adjacent to the National Infantry Museum that is
currently experiencing flooding conditions around existing buildings
restricting access. Fort Benning has requested a 40 ft. drainage easement to
construct a storm sewer system that will drain this area. The system will
cross South Lumpkin Road and drain through the City owned property formerly
known as Orchard Grove Mobile Home Park as is shown on a "Survey of A Proposed
Storm Drain and Construction Easement, Part of Land Lot 59, 7th District,
Columbus, Muscogee County, Georgia" prepared for the Fort Benning Directorate
of Public Works.

The Department of Engineering has reviewed the proposed construction drawings
and recommends granting the easement.

A RESOLUTION AUTHORIZING A 40 FOOT DRAINAGE EASEMENT ACROSS SOUTH LUMPKIN ROAD
AS SHOWN SURVEY DRAWING PREPARED BY TERRY D. BECKER ENTITLED "SURVEY OF
PROPOSED STORM DRAIN AND CONSTRUCTION EASEMENT, PART OF LAND LOT 59, 7TH
DISTRICT, COLUMBUS, MUSCOGEE COUNTY , GEORGIA TO FORT BENNING DIRECTORATE OF
PUBLIC WORKS.
WHEREAS, Fort Benning owns property adjacent to the National Infantry Museum
that is currently experiencing flooding conditions around existing buildings
thus restricting access to the buildings; and,
WHEREAS, Fort Benning has requested a drainage easement from the City to
construct a storm sewer system that will drain from the area across South
Lumpkin Road through City owned property formally known as Orchard Grove Mobile
Home Park; and,
WHEREAS, the proposed construction has been reviewed by the Department of
Engineering and meets current standards.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a 40 foot
drainage easement with Fort Benning across South Lumpkin Road as shown on
"Survey Of A Proposed Storm Drain and Construction Easement, Part of Land Lot
59, 7th District, Columbus, Muscogee County, Georgia as prepared for the
Directorate of Public Works", prepared by Terry D.Becker, Registered Land
Surveyor.
