Background

The Traffic Engineering Department has received a request to address traffic

flow problems created when vehicles are parked on both curbs of Eastside Drive.

The issue was intensified as a commercial property located at 4804 Warm Springs

Road changed use and customers to that property increased. The business has

very limited on site parking and customers use the roadside parking available

on Eastside Drive to park.

Analysis

The Traffic Engineering Division Surveyed 14 property owners in this area. 8

responses were received, 2 wanted the restriction on the east curb, 3 wanted

the restriction on the west curb, 2 wanted restriction on both curbs, and 1

wanted restriction on either curb with no preference. Two (2) properties on the

east curb currently have no houses on them and parking in front of these lots

would not inconvenience anyone. With the surveys favoring restriction of the

west curb and the fact that 2 properties are vacant on the east curb, the

Traffic Engineering Division recommends restriction of parking on the west

curb.

Financial Considerations

The cost of installing Official Traffic Control signs will be derived from the

Traffic Engineering operating budget.

AN ORDINANCE REGULATING VEHICULAR TRAFFIC IN COLUMBUS, GEORGIA BY ESTABLISHING

A ?NO PARKING 8 AM TO 6 PM, MONDAY THROUGH FRIDAY? ALONG THE WEST CURB OF

EASTSIDE DRIVE; BEGINNING AT A POINT 60 FEET EAST OF THE CENTERLINE

INTERSECTION OF WARM SPRINGS ROAD WITH EASTSIDE DRIVE; THENCE RUNNING EASTERLY

ALONG THE WEST CURB OF EASTSIDE DRIVE A DISTANCE OF 700 FEET; AUTHORIZING THE

INSTALLATION OF OFFICIAL TRAFFIC CONTROL SIGNS INDICATING A ?NO PARKING 8 AM TO

6 PM, MONDAY THROUGH FRIDAY? ZONE; REPEALING CONFLICTING ORDINANCES AND FOR

OTHER PURPOSES.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:



SECTION I.



That it shall be unlawful to park or rank any vehicle at any time Monday

through Friday between the hours of 8 AM and 6 PM on the western curb of the

following street segment:



Eastside Drive: Beginning a point 60 feet east of the centerline intersection

of Warm Springs Road with Eastside Drive and running easterly along the west

curb of Eastside Drive a distance of 700 feet.



SECTION II.



That official traffic control signs shall be installed indicating the No

Parking, 8 AM till 6 PM Monday through Friday Zone described here within

Section I.



SECTION III.



That all ordinances or parts of ordinances that are in conflict with this

ordinance are hereby repealed.

Subject: Proposed Parking Restriction



Dear Resident:



The Traffic Engineering Division received a request to enact a parking

restriction Eastside Drive from the intersection of Warm Springs Road south

into the curve and in front of commercial and residential properties.



The purpose of this survey is to determine the availability of off

street parking for businesses and residential owners. The Traffic Engineering

Department will use this information to determine the feasibility of removing

parking on one side of the roadway in order to provide two way traffic and

maintain motorist safety.



Hence, this office plans to recommend to Columbus Council to enact a No

Parking Zone from 8 AM until 6 PM Monday ? Friday on one side of Eastside Drive

from the intersection of Warm Springs Road south into the curve. This will

allow parking after business hours and on weekends. We have extended the

request for the parking restriction thru the curve so we don?t just relocate

the parking problem from the intersection of Warm Springs Road deeper into the

subdivision.



Our practice is to conduct a Parking Survey for all proposed parking

restrictions. We would appreciate you completing the attached survey and

returning it to our office by mail, fax (706-225-4637), phone (706-653-4135) or

by email (trafficengineering@columbusga.org). Your comments will be used to

determine whether to create a parking restriction and if so which side of the

street to enact the parking restriction. A copy of your comments will be

included with the Council recommendation.
