Background
-
The Criminal Justice Coordinating Council is providing funding through the JAG
program (42 U.S.C.3751 (a)) to assist law enforcement agencies within Georgia
with a mandated transitioning program. The mandate requires law enforcement
agencies to replace their existing Intoxilyzer 5000 instrument with the
Intoxilyzer 9000 instrument. The Muscogee County Sheriff's Office / Jail
Bureau currently maintains two Intoxilyzer 5000 instruments for multi-agency
breath alcohol testing.

Analysis
-
The Georgia model Intoxilyzer 5000 was originally approved as the sole
instrument for measuring subjects' breath alcohol concentration throughout
Georgia since 1995. The demand for technologically advanced instruments
warranted a replacement. After comprehensive testing and evaluation, the
Intoxilyzer 9000 was selected as the successor.

Financial Considerations

JAG will award the Muscogee County Sheriff's Office a maximum of $9,000.00 to
purchase one Intoxilyzer 9000. This amount will purchase the instrument,
delivery system, printer, calibration, case and two year extended warranty.

Projected Annual Fiscal Impact Statement

During the first two years the Intox 9000 will be covered by warranty. Annual
consumables (mouthpieces, etc) are budgeted in the Sheriff?s Office general
operating budget.

under the 2013 Law Enforcement Intoxilizer Instrument Transition Program
Solicitation to purchase an Intoxilyzer 9000 instrument during the designated
