Background
-
The Community Agenda is the third and most important part of the Columbus
Comprehensive Plan. The other two written components of the Comprehensive Plan,
completed early on in the planning process, are the Community Assessment and
Community Participation Program. The Community Assessment is a comprehensive
analysis of past trends and existing conditions and is the factual and
conceptual basis on which the rest of the plan is built. The Community
Participation Program outlines how the community will be engaged in the
development of the Community Agenda. This Community Agenda outlines the
community?s vision for the future through descriptive text and maps and
provides a plan to implement that vision. This document is based on the
findings of the Community Assessment and input gathered from multiple public
involvement channels. The Citizens Stakeholder Committee and Technical Review
Committee, established to help guide the development of this Plan, played an
important role in assuring that the resulting implementation program reflects
both the public?s will and the City?s capacity. The complete Comprehensive
Plan, including the Community Assessment, Community Participation Program, and
Community Agenda, is not only a mandated requirement of local governments but
is also a critical road map for the future.

Approval of the submission of this document will assure that the City meets
its mandated requirement of finishing this process by October, 2008, as
required by the Georgia Department of Community Affairs(DCA). Upon approval by
DCA, the document must formally recognized as the official planning document
for the community

A RESOLUTION AUTHORIZING THE SUBMISSION OF THE COMMUNITY
AGENDA COMPONENT OF THE 2028 COLUMBUS CONSOLIDATED GOVERNMENT COMPREHENSIVE
PLAN TO THE LOWER CHATTAHOOCHEE REGIONAL DEVELOPMENT CENTER AND THE GEORGIA
DEPARTMENT OF COMMUNITY AFFAIRS
WHEREAS, the Columbus Consolidated Government is required pursuant to the
Georgia Planning Act
to develop and maintain a Comprehensive Plan; and,
WHEREAS, the City's present Comprehensive Plan was adopted in 2003 pursuant to
the coordinated planning process as set forth in the Georgia Planning Act of
1989 and was prepared to meet the State Planning and Procedures; and,
WHEREAS, the Columbus Consolidated Government is required to update its
Comprehensive Plan by October 2008; and,
WHEREAS, the Columbus Consolidated Government is currently engaged in a
planning process to prepare a Comprehensive Plan in accordance with the
Standards and Procedures for Local Comprehensive Planning as effective May 1,
2005; and,
WHEREAS, the Columbus Consolidated Government's Comprehensive Plan will
be comprised of three components, the Community Assessment, Community
Participation Plan and Community Agenda, which together define major issues,
policies, and recommendations that serve as the basis for local government
decision making regarding community facilities, future land use and development
patterns, housing, economic development and other important resources for
Columbus citizens, business owners, and other stakeholders; and,
WHEREAS, the City Council has completed and reviewed the third
component, the Community Agenda certifies that the public review and public
hearing requirements were met during this phase of the planning process.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Council of Columbus, Georgia, hereby approves the Community
Agenda component of the Columbus Consolidated Government's 2028 Comprehensive
Plan and authorizes the Planning Department to submit the document to the Lower
Chattahoochee Regional Development Center and the Georgia Department of
Community Affairs for review.
