Background
The Department of Community Affairs issued a Notice of Funding Availability in
the HOME Investment Partnership Program to promote homeownership development
and small rental housing development. NeighborWorks Columbus has expressed an
interest in partnering with the City to obtain funding to implement a program
in the Winterfield area. The program would specifically target 55+ yr. old,
low income veterans. NeighborWorks would donate the land for the project and
would fund a consultant to assist with preparing the application for the City
to obtain the funding. Funding for the program is limited and the process is
competitive. The initial focus will be to develop 10 housing units but more
could be developed based on the actual award amount of the grant.
Analysis
The City has an established working relationship with NeighborWorks Columbus.
They have a proven track record of administering housing programs and
delivering a quality product to enhance the quality of life for our citizens.
There is a community need for additional low income rental housing. The
target group of this program is 55+ yr. old, low income veterans, a group very
deserving of this type of assistance. The City would not incur an expense
associated with applying for this grant. The City would function as a pass
through for funding but be required to maintain compliance with all grant
requirements.
Financial Considerations
The City would not incur an expense associated with applying for this grant.
There is no match required for this grant.
Projected Annual Fiscal Impact Statement
None
