Background
The Development Authority is seeking to improve the intersection at Cargo Drive

and Transport Boulevard, and along Mutec Drive that will service the recently

announced expansion of Aflac in East Columbus Industrial Park. The City has

been asked to participate through the use of a County Contract grant from the

Georgia Department of Transportation (GDOT). GDOT has awarded a grant in an

amount not exceed $2,500,000 for this construction. To establish the

expenditure of these funds and to insure the oversight of this project, it is

necessary that the Development Authority and the City, enter into a MOU.

Analysis
The new roadway improvements will promote new economic development in the

community.
Financial Considerations
GDOT County Contract funds in an amount not to exceed $2,500,000 will be used

for the construction of this project. The City will be responsible for all

engineering costs, not to exceed $500,000. Funds are available under the 2007

Capital Improvement Program for Road Improvements (50324).

The City Attorney has reviewed and approved this proposed MOU.

A RESOLUTION AUTHORIZING TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE

DEVELOPMENT AUTHORITY OF COLUMBUS FOR THE CONSTRUCTION OF ROAD IMPROVEMENTS TO

MUTEC DRIVE AND THE INTERSECTION OF CARGO DRIVE AND TRANSPORT BOULEVARD

WHEREAS, the Development Authority of Columbus and the Columbus Consolidated

Government have worked together to secure the expansion of Aflac in Columbus

for the development of 2,000 new jobs; and,

WHEREAS, to accommodate this growth, Mutec Drive in the East Columbus

Industrial Park will require improvements to certain intersections; along with

the intersection of Cargo Drive and Transport Boulevard; and,

WHEREAS, the Columbus Consolidated Government has received a county contract

grant from the Georgia Department of Transportation in an amount not to exceed

$2,500,000 for construction of such improvements.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a Memorandum

of Understanding with the Development Authority of Columbus for the purpose of

constructing intersection improvements along Mutec Drive, the intersection of

Cargo Drive and Transport Boulevard, and for allocating an amount not to

exceed $2,500,000 in county contract grant funds from the Georgia Department of

Transportation. The City will be responsible for all engineering costs not to

exceed $500,000.
