the Clean Air Campaign has been working with CCG since 2007 promoting programs

such as the Commute Rewards program and other smog reducing strategies.
Analysis
The Clean Air Campaign is a not-for-profit organization that works one-on-one

with its partners, local companies and government agencies to design and

implement employer-based programs that help reduce traffic congestion and

improve air quality. The main intent is to maintain a total commitment and

fully engage the community on this effort in order to assure attainment of

National Ambient Air Quality Standards (?NAAQS?).

No CCG funds are required to participate in this partnership

The City Attorney finds no issues with this request.

Approve the resolution authorizing the City Manager to enter into this

partnership with The Clean Air Campaign







A RESOLUTION



NO. _____

A RESOLUTION AUTHORIZING A PARTNERSHIP BETWEEN THE COLUMBUS CONSOLIDATED

GOVERNMENT AND THE CLEAN AIR CAMPAIGN.

WHEREAS, The Clean Air Campaign is a not-for-profit organization that works

with government agencies, local employers, commuters and schools to reduce

traffic congestion and improve air quality; and,

WHEREAS, the Council of Columbus, Georgia is fully aware of increased

concentrations of air pollution in the area and the need to take immediate

voluntary actions to reduce pollution in an effort to assure attainment of

National Ambient Air Quality Standards (?NAAQS?); and,

WHEREAS, poor air quality affects the environment, the economy and the health

of all citizens; and



WHEREAS, smog damages plant life, reduces crop production and has other

adverse environmental effects; and



WHEREAS, emission from mobile sources, such as cars and trucks,

contribute to the creation of smog; and



WHEREAS, the Council of Columbus, Georgia supports the use of

alternative ways to solo commute and other smog-reducing programs that could

reduce traffic, increase recruitment and retention, enhance productivity,

improve employee satisfaction, lower absenteeism, reduce parking and office

space needs and improve the health of all residents of the area; and,



WHEREAS, local companies and government agencies are encouraged to

voluntarily participate; and,

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized, in an effort to improve air

quality in the surrounding area, enter into a partnership with The Clean Air

Campaign in an effort to keep Columbus, Georgia in attainment with NAAQS and to

avoid the health risks associated with poor air quality; and,



It is further resolved that the Council of Columbus, Georgia, in a

cooperative effort with the Clear Air Campaign, will maintain a full and total

commitment to the surrounding region in keeping air quality in attainment with

the NAAQS thereby providing more opportunity for continued economic growth and

expansion. Through outreach and awareness, voluntary participation from private

and government entities will be solicited.
