Approval is requested to submit an application and if approved accept $120,000 \n \n in grant funds from the United States Army Child and Youth Service (CYS) Strong \n \n (ASPYN) Program and enter into a Memorandum of Agreement (MOU). This grant \n \n will fund 30 spaces per school site at $2,000 per childcare space. The funds \n \n will be used to offset direct care equipment and materials, training, \n \n administrative expenses and direct program staff at Georgetown Elementary and \n \n Double Churches Elementary.

Background

This is a federal grant designed to offer youth, ages 5-12 the eligibility for
care and reduced fees available for active Army families and Department of
Defense (DOD) civilians for the After School Program who live within the
geographical area of a military base and cannot access on base care due to long
waiting lists.

The United States Army CYS Strong (ASPYN) is funding this grant at minimal or
no cost to the City.

Financial Considerations
-
The grant funds are $2,000 per negotiated child care space for the first
project year start-up funds. The first year funds will be dispersed in two
increments: first half will be paid within 60 days of signing the Memorandum of
Agreement and the remaining 50% will be paid within 30 days upon receipt of
invoice at the six month mark of the program. The Community Schools Division,
Parks and Recreation Department are requesting 30 spaces per school site for an
estimated total of $120,000 in funds.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT
$120,000 IN GRANT FUNDS FROM THE UNITED STATES ARMY CYS STRONG (ASPYN) PROGRAM;
IN THE AMOUNT OF $2,000 PER CHILD CARE SPACE FOR A TOTAL OF 30 SPACES PER
SCHOOL SITE TO BE USED FOR EQUIPMENT, TRAINING, ADMINISTRATIVE EXPENSES AND
DIRECT PROGRAM STAFF FOR ACTIVE ARMY FAMILIES AND DEPARTMENT OF DEFENSE
CIVILIANS CHILDREN BEFORE AND AFTER SCHOOL PROGRAMS AT GEORGETOWN ELEMENTARY
AND DOUBLE CHURCHES ELEMENTARY.
WHEREAS, this is a federal grant designed to offer youth, ages 5-12 the
eligibility for care and reduced fees available for active Army families and
Department of Defense (DOD) civilians for the After School Program who live
within the geographical area of a military base and cannot access on base care
due to long waiting lists; and,
WHEREAS, the Before/After School/Summer Program administered by the Columbus
Parks and Recreation Department offers activities to youth; and,
WHEREAS, the Department of Parks and Recreation Community Schools Division
would like to amend the Multi-Governmental Fund for the amount approved for the
grant; and,
WHEREAS, the Columbus Parks and Recreation Department administers the
After School Program in 23 locations throughout the city during the school
year, and,
WHEREAS, the Columbus Parks and Recreation Department provides daily
activities to program participants and citizens at no significant cost to the
city; and,
WHEREAS; the City is not required to add any matching fund to
participate in the program.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
I.
That the City Manager is hereby authorized to submit an application
and if approved accept $120,000 in grant funds from the United States Army CYS
Strong (ASPYN) Program for a Before/After School Program at Georgetown
Elementary and Double Churches. The Program is funded by a grant in the amount
of $2,000.00 per school age childcare space for the total of 30 spaces per
school site to be used to offset direct care equipment and materials, training,
administrative expenses and direct program staff; and,
II.
That the Multi Governmental Fund is amended by the amount of the grant
allowing awarded.
Introduced at a regular meeting of the Council of Columbus, Georgia, held the
