Background

The Georgia Emergency Management Agency with the encouragement of the Federal
Emergency Management Agency recommends to all local jurisdictions to prepare,
publish and adopt emergency plans so that local governments will be better
prepared to provide necessary emergency services and assistance to it's
citizens in the event of emergency or disaster.

Analysis

This plan provides for the efficient and effective distribution of commodities
such as bottled water, ice, meals ready to eat and other commodities as needed
to it's citizens through the activation of "points of distribution" throughout
the jurisdiction of Columbus, GA/Muscogee County in the event of emergency or
disaster..
