Background
The property was needed by the City due to a road widening project on Cusseta

Road and for a revised traffic pattern on 20th Avenue. The City no longer needs

the property for the road widening project. The Quit Claim Deed will include

a reversionary clause that states should the property be needed by the City for

future road widening, the property will revert back to the City at no cost.

The property is currently zoned RMF2, High Density Residential. The lot is not

a buildable lot due to a nonconforming use. Grants Chapel, the adjacent

property owner, has requested the property to be used for the expansion of

their parking lot.
Analysis
The property consists of a 0.149 +/- acres located at 1991 Cusseta Road a/k/a

Tax Map 040 024 002A and will be transferred by Quit Claim Deed with a

reversionary clause to Grants Chapel AME Church. The transfer will be subject

to reservation of all existing utility easements of record, known and unknown
Financial Considerations
The City will transfer the property by Quit Claim Deed with a reversionary

clause to Grants Chapel AME church at no cost.

Legal Considerations
Council is the approving authority to declare the property as surplus, the

transfer of said property and the execution of a Quit Claim Deed by the City

Manager.
Recommendations/ Actions
Approve the attach Resolution to declare the above property as surplus and have

the City Manager transfer by Quit Claim Deed said property to Grants Chapel AME

Church, Inc.

A RESOLUTION AUTHORIZING THE PROPERTY LOCATED AT 1991 CUSSETA ROAD A/K/A 040

024 002A BE DECLARED AS SURPLUS AND THE CITY MANAGER TO EXECUTE A QUIT CLAIM

DEED TO THE ADJACENT PROPERTY OWNER, GRANTS CHAPEL AME CHURCH, INC.

WHEREAS, the property consist of 0.149 +/- acres, adjacent to Grants Chapel AME

Church, which was needed to widen Cusseta Road and a revised traffic pattern

from 20th Avenue, and;

WHEREAS, the City of Columbus, Georgia no longer needs the property for the

road widening on Cusseta Road or the revised traffic pattern on 20th Avenue,

and;



WHEREAS, the transfer will be subject to reservation of all existing

utility easements of record, known and unknown, and;



WHEREAS, a Reversionary Clause will be included to return said property

back to the City should the City need the property for future roadway

improvements, and;



WHEREAS, it has been determined to be in the best interest of the

Consolidated Government of Columbus Georgia to transfer this property to Grants

Chapel AME Church, Inc.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to:

1. Declare the property located at 1991 Cusseta Road a/k/a Tax Map 040

024 002A as surplus; and,

2. Execute a Quit Claim Deed to the adjacent owner(s), Grants Chapel

AME Church Inc.; and,

3. Include a Reversionary Clause to return said property back to the

City should the City need it again for future roadway improvements. The

transfer will be subject to reservation of all existing utility easements of

record, known and unknown; and,

4. Authorize the Community Reinvestment Department to file said Deed with the

Clerk of Superior Court.
