Recommendation
Approval is requested to execute a "Certificate of Ownership and Agreement" \n \n with the Georgia Department of Transportation for the L.A.R.P Program \n \n (attached). \n \n

Background
Normally, this request is done in March of the L.A.R.P. year. The Georgia

Department of Transportation (DOT) has changed its policy and wants this

document submitted with the Candidate List, which is due in on September,

2006. Therefore, a list of 115 streets that came from the Pavement Management

list has been submitted to the DOT for consideration for the 2007/08 L.A.R.P.

Program (see attached). If all of the streets are not chosen, the ones not

chosen will be added as a supplement and done during the L.A.R.P. Contract, if

money is available.
Analysis
In order to receive the DOT funding for this project, the City is responsible

for doing the following:

1) Doing advance patch work

2) Raising manhole covers and other street fixtures

3) Clearing ditches and drainage structures

4) Leveling of shoulders



Items 1 & 2 will be included in the Bid Package for the awarded Contractor.

Items 3 & 4 will be done by City forces.
Financial Considerations
Funding will be through Paving Fund Supported Capital Improvement Projects and

CBA Lease Revenue Bonds Series 2003A for approximately $1.5m.

Legal Considerations
The City Attorney disagrees with the indemnification paragraph, but understands

that the DOT will not change policy; therefore, to participate in this program,

the City has to accept it as does every government entity state wide.
Recommendations/ Actions
Approve the resolution authorizing the execution of the Certificate of

Ownership and Agreement and subsequent agreements necessary to implement this

project.
