Background
During the mid-year budget review process the local delegation to the Georgia

State Assembly solicits additional funds for local agencies and projects.

These funds are channeled to the agencies through the Georgia Department of

Community Affairs and passed through the local government. The local

government must ascertain whether the agency meets the State requirements

concerning the non-sectarian and gratuities clauses of the Official Code. The

local government may choose not to act as pass-through agency in some

circumstances. The Columbus Consolidated Government, in partnership with the

Children, Youth and Family Coalition, administers the pass-through program to

numerous local agencies. The City of Columbus has been acting as pass-through

agency since 1993 with no problems on the state or local level. The attached

table lists the agencies currently awarded assistance.
Analysis
Many local agencies rely heavily on funding through Local Assistance Grants to

help with the costs of daily operations. Some use the funds to operate a

specific program that might not otherwise be available to citizens. The

citizens of Columbus benefit greatly from the programs that are funded with

Local Assistance Grants.
Financial Considerations
As pass-through agency, the City of Columbus is responsible for any funds

deemed misspent by the awarding agency. A Local Assistance Grant Agreement is

signed and kept on file for all organizations receiving funds. This agreement

indicates that, if funds are deemed misspent, the organization will reimburse

the City of Columbus.

Legal Considerations
It is the responsibility of the Local Government to ascertain if an

organization is in compliance with the Official Code regarding the sectarian

and gratuity clause. The Local Assistance Grant Agreement, which is signed by

all sub-recipients, has been previewed and approved by the City Attorney?s

office.

Approval of resolution to accept responsibility as Pass-Through Agency for

Local Assistance Grants approved by the Georgia State Assembly and amend the

Multi-Governmental Fund by the amount of $85,000 in pass-through revenues and

expenditures for the sub-recipients and purposes as listed below:

A RESOLUTION AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF PASS-THROUGH

GRANTS FROM THE GEORGIA DEPARTMENT OF COMMUNITY AFFAIRS TOTALING $85,000 FOR

THE FOLLOWING SUB-RECIPIENTS: TWO THOUSAND OPPORTUNITIES - $5,000; GIRLS

INCORPORATED OF COLUMBUS - $5,000; SPORTS COUNSELING AND EDUCATIONAL SERVICES,

INC. - $20,000; UNITED WAY OF THE CHATTAHOOCHEE VALLEY - $10,000; BUILDING

TOWARD WELLNESS, INC. - $10,000; CONTROLLER?S CIVIC AND SOCIAL CLUB - $5,000;

PROJECT REBOUND - $5,000; COLUMBUS SOUTH, INC. - $5,000; UNITED WAY OF THE

CHATTAHOOCHEE VALLEY - $20,000; AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY A

LIKE AMOUNT.

WHEREAS, Columbus, as the local government agency, is the conduit for certain

grants appropriated by the state General Assembly for community service

agencies; and,

WHEREAS, upon acceptance of agreements and execution of contracts for each

approved community service organization, Columbus will receive funds and then

process payments to the designated agencies.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:



1. That the pass-through grant agreement, subsequent contract and funds be

processed by the City of Columbus for the various local agencies listed above

as appropriated by the General Assembly.

2. That the Mayor, City Manager and other officials of Columbus are

authorized to take such actions as required for satisfaction of the grant

conditions.
