Background
On December 6, 2005 Concordia Properties was granted a General Commercial

rezoning for property located at 7041 Whittlesey Boulevard, directly across

from the North Highlands Assembly of God Church. The rezoning requires several

conditions be met that include driveway improvements, a southbound right turn

lane on Moon Road for Whittlesey Boulevard, an eastbound left turn lane

constructed within the median of Whittlesey Boulevard, and a new traffic signal

at the main entrance of this site opposite the North Highland Church driveway.

At the same time, the city has been proposing improvements to this section that

would add an additional lane northbound on Moon Road. In order to mitigate

construction activity, staff is proposing that the City partner with Concordia

Properties construction team and make all the necessary improvements at the

same time.
Analysis
Utilizing Concordia Properties construction contractor will lessen the impact

of developing the necessary improvements needed to widen this section of Moon

Road
Financial Considerations
The City will be responsible for paying an amount not to exceed $1,300,000 to

Concordia Properties for these road improvements. Funds are available for this

project under the Capital Improvements Projects.

Legal Considerations
A Memorandum of Understanding between the City and Concordia Properties has

been prepared and reviewed by the City Attorney.
Recommendations/ Actions
Approve the Memorandum of Understanding with Concordia Properties to widen Moon

Road to four lanes between Whittlesey Boulevard and Knology Way.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF

UNDERSTANDING WITH CONCORDIA PROPERTIES FOR THE CONSTRUCTION OF ROAD

IMPROVEMENTS TO MOON ROAD.

WHEREAS, Concordia Properties proposes to develop property at the northwest

intersection of Moon Road and Whittlesey Boulevard, which require certain road

improvements as part of their rezoning request for this property; and,

WHEREAS, the City has proposed the widening of Moon Road to four lanes north of

Whittlesey Boulevard to Knology Way; and,

WHERAS, it advantagous for both the City and Concordia Properties to make the

necessary improvements to Moon Road at the same time, utilizing Concordia

Properties contractor for such road construction.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a Memorandum of

Understanding with Concordia Properties for the purposes of widening Moon Road

between Whittlesey Boulevard and Knology Way. The amount for the construction

of road improvements shall not exceed $1,300,000.
