Background
-
Each year the city of Columbus and the Keep Columbus Beautiful Commission host
a "Hazardous Waste Turn in Day". At that time citizens are encouraged to turn
in hazardous materials that are stored around their homes. These are items that
are not allowed in the landfill and there are no alternatives for disposal. Our
program will give citizens the opportunity to drop off these items for proper
disposal. Without this program many of these items may be disposed of
illegally or hidden in household garbage and put into the landfill without our
knowledge.

Analysis

The grant will help fund at least 2 Hazardous Waste Turn in Days in 2008.
Currently, we partner with Keep Columbus Beautiful which contributes up to
$25,000 from private grants they receive. The Waste Collection Division funds
the remainder of the cost from the City Budget. This past October the cost to
the City was $38,065.36.

Financial Considerations

The awarding of the grant would offset the cost currently being paid from the
Waste Collection budget. There is a 10% ($5,000) match required that will be
paid from the Waste Collection Budget

A RESOLUTION
NO.________
A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT A
$50,000 GRANT FROM THE GEORGIA ENVIRONMENTAL FACILITIES AUTHORITY FOR RECYCLING
AND WASTE REDUCTION PROGRAM. GRANT APPLICATION WILL BE FOR $50,000 WITH THE
CITY MATCHING 10% OF FUNDS AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AWARD
OF THE GRANT.
WHEREAS, Columbus Consolidated Government operates Pine Grove Landfill a
sub-title ?D? facility permitted by the Georgia Environmental Division to
dispose of municipal solid waste; and,
WHEREAS, the disposal of household hazardous waste products are not allowed in
Pine Grove Landfill unless properly handled or mitigated; and,
WHEREAS, the Environmental Protection Division has instructed municipalities to
investigate ways to reduce the amount of waste going into their landfills and
by recycling of waste into useful products is a way to accomplish this goal;
and,
WHEREAS, our citizens have no convenient alternative for disposal of household
hazardous waste in Muscogee County.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application and if
approved accept a $50,000 grant from the Georgia Environmental Facilities
Authority for Recycling and Waste Reduction. The grant application will be for
$50,000 with the City matching 10% of funds and authorize amending the
Multi-Governmental Fund by the award of the grant.
