Background
For years, Columbus has worked with its neighboring cities and counties to
develop a regional partnership in providing governmental services to our
citizens. A prime example of this regional partnership is with the Columbus
Regional Radio System that now provides 800 MHz radio communications for
Columbus/Muscogee County, Harris County, LaGrange/Troup County, Muscogee County
School District and our own governmental authorities. The regional concept is
more cost effective to partner activities and costs for critical functions like
radio communications than for each agency to procure and maintain separate
systems. In Radio Communications, interoperability or the ability to talk
radio to radio is of extreme importance in responding to emergency events.
The Engineering Department has discussed the feasibility of Phenix City joining
our Regional Radio System to assist with the day to day mutual aide activities
for several years. Earlier this year, Phenix City applied for a grant to fund
the purchase of about (47) forty-seven 800 MHz radios.
Analysis
With the new radio purchases, Phenix City requests that Columbus allow these
radios to operate on our Regional Radio System. To accomplish this action, we
provided Phenix City an Intergovernmental Agreement like those with Harris
County and LaGrange/Troup County. Phenix City has approved and signed the
agreement; now, ready for Columbus' approval. The Intergovernmental Agreement
(copy attached) spells out Phenix City's responsibilities as a partner.
Financial Considerations
This action does not create any additional cost to Columbus. As Phenix City
places additional radios on the Columbus Regional Radio System, the
Intergovernmental Agreement defines that they will pay a prorated share of the
annual Transmission System Service Agreement cost.

A RESOLUTION AUTHORIZING TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE
COLUMBUS CONSOLIDATED GOVERNMENT OF COLUMBUS, GEORGIA AND PHENIX CITY, ALABAMA
TO MAKE THE COLUMBUS REGIONAL 800 MEGAHERTZ RADIO COMMUNICATION SYSTEM
AVAILABLE FOR USE BY PHENIX CITY.
WHEREAS, Phenix City, Alabama has requested the City to allow them to become
part of the Columbus Regional 800 MHz Radio Communication System; and,
WHEREAS, Columbus promotes Regional partnership with neighboring cities and
counties to improve governmental services and reduce overall costs of critical
services such as radio communications for and between both Public Safety and
General Government agencies; and,
WHEREAS, Columbus and Phenix City support each other in public safety
activities and events for which operating on the same Radio Communications
System improves mutual aide allowing agencies to talk radio to radio with each
other; and,
WHEREAS, the Intergovernmental Agreement defines Phenix City's responsibility
to purchase and maintain their own radios, creates milestones that require
Phenix City to improve Radio System RF transmission capacities and that they
will pay a prorated share of the annual Transmission Service Agreement costs;
and,
WHEREAS, said Intergovernmental Agreement signed by both Phenix City and
Columbus becomes part of this resolution by reference; and,
WHEREAS, the Engineering Department has worked closely with Phenix City
recommending that the Intergovernmental Agreement be approved.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute an
Intergovernmental Agreement between the Columbus Consolidated Government of
Columbus, Georgia and Phenix City, Alabama for the purpose of making the
Columbus Regional 800 Megahertz Radio Communication System available for use by
Phenix City.
