In November 2013, the City Council adopted the 2014-2018 STWP. A resolution
was approved and forwarded to the River Valley Regional Commission (RVRC), who
thus forwarded it to the Georgia Department of Community Affairs (DCA) for
approval. Although the language in the original resolution is very similar to
the proposed resolution, DCA wanted it revised.
