Background
-
The City is trying get out of the Street Lighting maintenance business for
street lights on public streets and right-of-ways. There only remains a few
streets for which the City owns street light fixtures and/or poles with the
local utility companies providing either energy only or street light fixtures
plus energy. This past year, the City and Georgia Power Company entered into
an agreement to take over the remaining City owned street lights within the
Central Business District. The next project for which funds were approved in
the Midyear Budget is to have Georgia Power Company take over the street lights
along I-185 from St Mary's Road to Macon Road. We have three local utility
companies who have separate service territories that provide electrical energy
and street lighting services to Columbus: Georgia Power Company, Flint
Energies and Diversified Power.

Analysis

The Georgia DOT now requires that the City sign a formal agreement anytime that
we authorized five or more streets to be installed along a State Route by any
of these same utility companies. In order to streamline this procedure, the
attached Resolution will give the City Manager the authority to execute these
routine agreements.

accounts and thru CIP projects.

A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE STREET LIGHTING AGREEMENTS
WITH THE GEORGIA POWER COMPANY, FLINT ENERGIES, DIVERSIFIED POWER AND THE
GEORGIA DEPARTMENT OF TRANSPORTATION FOR STREET LIGHTING RELATED PROJECTS
WITHIN COLUMBUS.
WHEREAS, the City is attempting to reduce annual expenses by
eliminating street lighting maintenance for City owned street lighting
fixtures/poles along City streets and State Routes by entering into street
lighting maintenance agreements with local utility companies; and,
WHEREAS, as funds become available, the City will continue to transfer
maintenance from City crews to local utility companies; and,
WHEREAS, there are three local utilities that will participate in said
agreements: Georgia Power Company, Flint Energies and Diversified Power; and,
WHEREAS, the Georgia Department of Transportation requires the City to
sign Street Lighting Agreements anytime five or more street lights are
authorized to be installed or relocated along a State Route; and,
WHEREAS, the Engineering Department administers all street lighting along City
streets and State Routes recommending entering into said agreements when it
reduces annual expenses with the City and is in best interest to the City.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES AS
FOLLOWS:
THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE STREET LIGHTING
AGREEMENTS WITH THE GEORGIA POWER COMPANY, FLINT ENERGIES, DIVERSIFIED POWER
AND THE GEORGIA DEPARTMENT OF TRANSPORTATION FOR STREET LIGHTING RELATED
PROJECTS WITHIN COLUMBUS.
