Background

Resolution 240-15, signed by Council on August 25, 2015, authorized the
purchasing of the FivePoint Solutions Case Management System. Juvenile Court
Judges order fees to be paid by parents. Currently, only cash and money order
are accepted forms of payment. FivePoints will set up a website specific to
Juvenile Court for parents to make secure on-line payments.

Juvenile Court is requesting authorization for the City Manager enter into an
agreement with FivePoint Solutions, LLC to allow electronic payment processing
of Juvenile Court fees.

An increase of revenue from fee payments with the availability of electronic
payments is expected.

There will be no expenses on behalf of the City as a convenience fee of $3 or
5% (whichever is greater) will be charged to the individual making the payment.
