Background
The Federal Communications Commission issued FCC Orders 04-168 and 04-294

mandating that Sprint Nextel exchange radio frequencies with public safety

radio systems operating in the 800 Megahertz frequency range to eliminate radio

signal interference that is being experienced.
Analysis
The City has worked with Sprint Nextel to develop a Request For Planning

Funding with the FCC to accomplish this order. Since Motorola is the

manufacturer of our radio system, they will provide the technical expertise to

accomplish inventorying all the transmission system components from major

pieces of equipment down to the computer software/firmware that is on

individual electronic boards. This work will assist the City in determining

the final cost to Sprint Nextel to reconfigure our Radio System and all of our

radios to the new assigned frequencies.
Financial Considerations
Sprint Nextel will be responsible for payment of services to Motorola in an

amount of $121,974.00.

Legal Considerations
All agreements executed for the City requires Council approval.
Recommendations/ Actions
Authorize the City Manager to execute Frequency Reconfiguration Planning Phase

agreements with Motorola.
