Background
Rob Doll Nissan is constructing a new dealership in the northeast quadrant of

the intersection of Whitesville Road and Whittlesey Rd. This development

includes all of the property along the east side of Whitesville Road from

Whittlesey Boulevard to the J.R. Allen Parkway right-of-way. This development

proposes constructing a public street between the car dealership and the J.R.

Allen Parkway but cannot meet the minimum distance of 800-feet between

intersecting streets along the Arterial of Whitesville Road.
Analysis
The Engineering review found that all design elements for the proposed street

meets minimum requirements for a public street except for the need for the 800

foot street separation. Since this intersection is a T-intersection and not a

cross intersection, there will be less impact to Whitesville Road thru

traffic. For this reason, the Engineering Department recommends approval of

this variance request.
Financial Considerations
An appeal of the requested variance does not impact the City financially.

Legal Considerations
All variances to the design requirements of proposed public streets require

Council approval.

A RESOLUTION AUTHORIZING A VARIANCE TO THE UDO CITY CODE SECTION 7.3.4 STREET

LAYOUT, PARAGRAPH A. MINIMUM SEPARATION INTERVAL - INTERSECTIONS WITH ARTERIAL

STREETS SHALL BE AT LEAST 800 FEET APART MEASURED CENTERLINE TO CENTERLINE, TO

ALLOW A DISTANCE ALONG WHITESVILLE OF 593 FEET ROAD BETWEEN WHITTLESEY ROAD AND

PROPOSED NEW STREET.

WHEREAS, Rob Doll Nissan submitted drawings for a new development with a

cul-de-sac street along the east side of Whitesville Road just south of the

J.R. Allen Parkway; and,

WHEREAS, the proposed cul-de-sac street is less than the required 800 feet from

Whittlesey Road to the north; and,

WHEREAS, the proposed cul-de-sac street will generate low traffic volumes; and,



WHEREAS, the Rob Doll Nissan development proposes the construction of a new

cul-de-sac street to be deeded to the City a distance of 593 feet north of

Whittlesey Road; and,



WHEREAS, the Engineering Department reviewed this request and recommending

approval of said variance.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That a variance is hereby authorized to the UDO City Code Section 7.3.4

street layout, paragraph A. Minimum separation interval - intersections with

arterial streets shall be at least 800-feet apart measured centerline to

centerline, to allow a distance along Whitesville of 593 feet road between

Whittlesey Road and proposed new street.
